We have been operating since September 2019 in support of the United Kingdom Foreign and Commonwealth Development Office in Somalia.
The FCDO’s Conflict, Stability and Security Fund has maintained a leading level of proactivity across the community liaison and immediate stabilisation fronts in Somalia. This has enabled communities in remote locations to prosper, develop and disengage from the extreme ideology of Somalia’s homegrown insurgency.
Solutions Oriented Enterprises or ‘SOE’ was initially requested to provide support on community-based projects. These closely followed military operations to reclaim previously held areas by Somalia’s extremist insurgency group. This started with needs-based assessments in areas inaccessible to other international organisations. What quickly followed was a requirement to conduct both small and large-scale projects to support the newly recovered communities, which included the following:
Shallow well construction
Building construction, including homes, offices, markets and schools
Road construction and rehabilitation
Flood damage rehabilitation
Small community ‘cash for work’ projects
What SOE can do?
SOE can facilitate tasks and projects supporting Immediate Stabilisation across the length and breadth of Somalia. This can include the following:
Needs-based assessments
Human terrain mapping
Engineering projects - including road construction, riverbank repair, building construction, shallow and drilled wells, bridge construction and small community tasks
